(1) The employee shall not do the following without taking the prior approval of the Government of Nepal:-
(a) to take part in the establishment, registration or operation of any bank or company or to open, operate or operate a health clinic or private hospital or nursing home, or to work in such health clinic or private hospital,
(b) To carry out any trade or business that is required to be registered in accordance with prevailing laws,
(c) to accept any kind of employment elsewhere.
(2) Notwithstanding anything written in sub-section (1), the employee may do literary, scientific or artistic work or provide free health services in a manner that does not conflict with the policy of the Government of Nepal and does not interfere with the work assigned to him.
